Even the emergency service would not be free for people who have no insurance and have not paid their health insurance contribution – the affected persons would recveive a bill about their treatment by post. This is an unexpected turn in the case as the Minister of Health expressed a quite different opinion earlier. It is impossible to make sure before an emergency treatment if the patient has an insurance or not but after the treatment the costs must be paid by him according to the plans. The hospitals could receive the money in question even in the case the patient is unable to pay. This seems to be part of the programme of the Gyurcsány government to introduce a three-level insurance in Hungary. The present system gives a set list of the National Health Insurance Fund about the cost of different treatments to be refunded for hospitals. E.g. an open heart valve operation costs HUF 1 242 984 while an emergency hypertonic treatment has a set price of HUF 27 336.
