Several experts claim it gives reason to concern from a constitutional point of view that a government edict empowers the Premier to issue government edicts himself. This authority is exceptional, restircted to cases when the cabinet has no session but an edict is almost a law and by edicts all aspects of the life of society can be directed according to Csaba Cservák, constitutional lawyer who said that by this modification the Premier received a concealed extra right to govern without any legal control.
