Experts of language teaching claim the system will be unreliable. Instead of internationally accepted norms the local secondary schools will issue certificates of various standards and there is a great rush expected to substitute a baccalaureate language exam which will be hardly accepted abroad.
The Ministry of Education reacted to this criticism by saying so far several certificates of not accredited language teaching centres have been accepted and this system was truly unreliable.
