The cabinet wants to increase the power of the Minister of Finance and that of the Treasury to bring about the long-distance balance of the budget. The ’reform’ has a deadline as the second quarter of 2005. The government wishes to amend the budget law and wants to make education more economic. The Ministry of Finance wants to liquidate unnececessary and parallel institutions. They want to reduce the subsidy of medicines by 10 pc and to limit the scope of self-governments in the field of social tasks and that of protection of children. This means a 20 pc lay-off suggested in this field.
