The report criticizes the Hungarian government for not having regulated properly the protection of women by law and mentions the case of a Bulgarian citizen who died after being taken in custody. The spokesman of the Hungarian Police refuted the charges of abuse. The report also criticizes Romania, mainly for abuses in psychiatric institutions and mentions that last winter in a Romanian hospital 18 patients died of malnutrition.
