The system has several anomalies as it does not make any difference between clients with great or small debts. Some people get registered as guarantors of debtors. The financial supervisors urge the creation of a postive list because a list of good debtors could reduce the risk of banks and the calculated surcharge of loans which might lead to the reduction of interests. At present all debtors are registered whose back pay is effective for more than 90 days and whose arrears surpass the sum of the minimal wage.
