The second phase of the National Development Plan in preparation is contradictory to the administrative reform plans.

Experts say about lectures by Etele Baráth, head of the National Development Office, that the plans for the period 2006-2013 show the intention of the government to adopt a strategy of central distribution instead of the regional structure of the European Union. While the preparations of the Ministry of the Interior show a regional approach, the plans of the National Development Office do not imply such a view. The second phase of the plan counts with HUF ten thousand billion community support during more than two government cycles with a strong, hierarchic state distribution system.
