The Ministry of Justice has not submitted the bill of transparency of the public sphere to the government because it expects another bill of similar nature to be prepared, Magyar Nemzet has been informed.
The Ministry is secretive and it would not give details of the bill. Originally the Ministry of Justice would have had to determine which informations should be made secret for twenty years in the work of the government and the parliament would have had to correct by December 31, 2004 the points gravely anti-constitutional.
The minutes of the cabinet sessions, the different documents of the legislation and informations for internal use are secret for 30 years according to a law passed in 1995 during the Horn government but according to EU regulations this term has been reduced to 20 years but the Constitutional Court says this law is void because the twenty years are counted from the date of ’finishing data management’ though preserving any file is counted as data management.
The law should also regulate the exact meaning of the terms used and make clear which data the authorities should make public on their home pages.
