Zsigmond Bihary, director-general of State Audit Office (ÁSZ) criticized the execution of the academic and budget law while Gusztáv Báger, head of the Institute of Development and Methodology in ÁSZ warned of the dangers of sloppiness. The budget of academic training was reduced in 2000-2003 from HUF 7,6 billion to HUF 5,3 billion and this restriction partly paralyzed the academic institutions while in academic institutions maintained by the churches there was introduced an inner control which made the use of public money more transparent, the report of ÁSZ says. The college of deans of Faculties of Arts has warned the ministry of the fact that the prescribed increase of academic salaries might be done only by dismissing teachers and cancelling departments. The college requires an additional HUF 25 billion state support for the universities.
