The several thousand tests have been printed in advance and they are stored and packed in a logistic centre to be sent for secondary schools at least a week before the examinations. Because of the introduction of the two-level GCE the tests cannot be xeroxed anymore that is why they had to be printed, the official explanation says but the secrecy of the contents of the tests seems highly problematic.
