Maj-Gen. János Sági had to bring this decision not to take part in the most significant military exercise for the service because it turned out that the Hungarian fighter unit officially consisting of 13 fighters was so poorly equipped that the mission of three MiGs with the necessary personnel for a military exercise of two weeks could endanger the alert preparedness of the air force demanding three fighters in working order, too. Informed sources claim that the Ministry of Defence had urged display flights to the detriment of training necessary to basic tasks while they had not bought new MiG power plants to replace the ones broken down.
