PRISONERS AND GUARDS IN DANGER

HIV-infected convicts can live in penal institutions for years without their fellow-prisoners or guards knowing about it because a change in the law since the end of 2002 has cancelled the necessary medical examination to test infectious diseases without symptoms.

Earlier it was a rule that convicts should be screened for HIV infections, along with an annual pulmonary and dental examination while female convicts had to undergo gynaecological screening, too. Two years ago these regulations were changed for much lenient ones, as it turns out from the information of the national centre of law enforcement. Blood tests are executed twice a year but it is not compulsory to undergo the examination. There is no information about HIV-infections spreading among prisoners but among such circumstances it could not be proven anyway. Prison guards are also in danger, recently a convict wanted to commit suicide and wounded a guard who is treated for hepatitis since the incident. Though the national centre of law enforcement claims all conditions are ensured to prevent any health risks, guards have complained they do not get any protective equipment and their training consists of a two-hour-long course when they start working as beginners.
